The department says the objective is to transform the agricultural sector by moving towards commercialisation of black farmers.
The presentation by Elda Mtshiza, head of the programme, focused on the Economic Benefit Criteria (DALRRD score card) that can help farmers qualify for blended financing. She also mentioned that through partnerships, farmers have the capability of attracting additional funding.
Tshepo Mabilo, Acting Head of the Free State Department of Agriculture and Rural Development, said the issue of commercialisation of black farmers is very important and the province is excited about the programme. “We need to work together as strategic partners, so that we can assist our farmers to grow their agricultural enterprises.”

Stakeholders in attendance included the Land and Agricultural Development Bank of South Africa (Land Bank), Department of Water and Sanitation, Industrial Development Corporation (IDC) and ABSA.
Presentations focused on the following:
- National Policy on Comprehensive Producer Development Support
- Introduction of the Blended Finance Scheme
