The Agricultural Business Chamber of South Africa (Agbiz) is proud to announce the appointment of Sakhile Vanqa as its new Legal Intelligence Specialist, strengthening the organisation’s ability to navigate the ever-evolving legislative and regulatory landscape affecting agribusiness in South Africa.
By Maile Matsimela, digital editor at African Farming
Agbiz CEO Theo Boshoff made the announcement, stating: “Sakhile joins Agbiz as the Legal Intelligence Specialist to bolster our capacity on key regulatory areas, currently managed by our Head of Legal Intelligence, Annelize Crosby. The legislative environment is a key focus area for Agbiz, and our inputs play a critical role in creating an enabling environment for agribusinesses. This ranges from inputs on commercial legislation, credit, environmental regulation, labour law and a wide variety of other aspects.”
Boshoff added: “Bolstering our capacity in this space will enable Agbiz to address all of the key concerns that members may have in the regulatory space. Sakhile comes with a wealth of experience and a new perspective on policy advocacy. We welcome Sakhile to the team and look forward to his contributions.”

A Wealth of Legal and Policy Experience
Vanqa brings with him a strong academic foundation and practical experience at the intersection of law and policy. He holds a Bachelor of Laws (LLB) from the University of South Africa and a Master of Laws (LLM) in International Trade, Investment and Business Law – earned cum laude – from the University of the Western Cape. His academic work centred on policy influence, transparency and regulatory frameworks.
Prior to joining Agbiz, Vanqa served in the Parliamentary Monitoring Group, where he analysed legislative and policy developments across sectors, including agriculture, trade and environmental affairs, tracked policy negotiations, and identified regulatory risks and opportunities. He has also contributed as a freelance researcher on policy and business-facing advocacy projects.
In his new role, Vanqa will analyse draft legislation and policies, assess their impact on the agricultural sector, support advocacy efforts and stakeholder engagement with government and industry bodies, and translate complex regulatory developments into clear, actionable insights for Agbiz members.

Annelize Crosby, Head of Legal Intelligence at Agbiz, expressed her confidence in what Vanqa brings to the team: “I am looking forward to working with Sakhile. With his background and the additional capacity that a legal specialist brings to the team, we can only improve our services to members in the regulatory space.”
